We build a tailored Project Team for every development. Your team will comprise a dedicated Project Manager, Contract Administrator, Site Managers, Site Supervisors, Labourers and Cadets, all hand-picked for their experience and abilities.
In addition to your Project Team, the PACT leadership team is always accessible. Nobody sits behind a closed door here. We’re all about authentic conversations, collaborative decisions, and putting our heads together to get the best results.
Meet The Senior Leadership Team
Jason Thomson
General Manager
Jason built his commercial construction knowledge and strong safety culture over 25 years and has been involved in the delivery of a number of major projects including Fiona Stanley Hospital, Crown Towers, Woodside HQ Building, Hobart Hospital, Brookfield Place and numerous major shopping centres.
As GM of PACT Construction, Jason is focused on creating win-win outcomes and building potential in a high-performing team.
Travis Harvey
New Business Manager
Travis has almost 20 years of experience working across project delivery and new business in the commercial construction industry.
His construction background, exceptional technical skills and appreciation of the challenges faced by both construction and development businesses means Travis excels in the New Business area.
With extensive experience in management roles and an innate ability to foster and nurture genuine relationships, Travis thrives on creating high performing teams and problem solving in an open and collaborative manner.
Driven and progressive in his approach, Travis unlocks the potential in our all projects.
Deon Morris
Finance Manager
Deon is a self-motivated, passionate Finance Manager with over 12 years’ experience within the Commercial Construction Industry in Victoria. He is experienced with coordinating & developing existing finance teams, creating and achieving detailed project cash flow and P&L budgets, to allow accurate management reporting in order for the business to meet its finance and delivery objectives.
In keeping with PACT’s cooperative and accountable approach, Deon brings open communication and collaboration to every business decision in order to maximise value for both PACT and our clients. His ability to build confidence and trust leads to enduring relationships that continue long after a project is completed.
Jay Brenton
Contracts Manager
Jay has built an impressive
career in the Perth commercial construction scene since 2003. He became a contract administrator at a young age where he quickly accumulated a decade of experience, interspersed with six years working in project management. During this time Jay was entrusted to work on several significant projects, including the iconic Bob Hawke College in Subiaco and the $52 million Roy Hill Head Office and Remote Operations Centre.
Now Contracts Manager at PACT, his contractual knowledge is exceptional, with a reputation for being detail oriented, communicating with clarity and administering contracts fairly. One of his greatest strengths is his no ‘bs’ approach, where people know they can rely on Jay to do exactly as he says. These qualities make Jay a valuable asset to the PACT team and an excellent mentor for his colleagues.
Sean Breust
Construction Manager
Sean has 30+ years of experience in the construction industry, delivering numerous projects in NSW, ACT, WA and India; including 16 years with Multiplex.
Prior to joining PACT, Sean worked on developments at the EQ and Woodside precincts for developer AAIG.
Bevan Scanlon
HSEQ Manager
Driven to help others, Bevan is following his passion as PACT’s HSEQ Manager.
In this role, Bevan combines his skills in risk assessment, communication, data collection and analysis, critical thinking and planning.
Bevan is always challenging convention and is always finding safer and smarter ways of operating. Bevan ensures safety and quality remain at the core of PACT.
Delivering exceptional results while sending every team member home safely is what drives Bevan to seek out industry-leading HSEQ outcomes.
Bevan’s foundation as a labourer brings a crucial dimension to his role as he has hands-on knowledge of the methods / materials used within the industry, as well as the challenges faced on site.

PACT Construction is part of the ABN Group, one of the true Australian success stories. ABN Group started in Perth in 1978 and grew to become a national leader in residential and commercial construction, finance and property, employing over 1,800 people.

Dale Alcock
Managing Director
As Managing Director of the ABN Group, Dale has been instrumental in the spectacular yet controlled growth of the Group. He has grown to be one of the most recognised names and faces in the industry.
Today, the ABN Group is comprised of more than 20 companies and has built more than 85,000 homes across Western Australia and Victoria. Importantly, Dale still plays an active role in the group as Managing Director and owner of the ABN Group.
Andrew Roberts
CEO
As Chief Executive Officer, Andrew oversees the ABN Group’s operations and provides strategic direction for the Group’s 20+ property, construction and finance companies. Before joining ABN Group, Andrew was Executive Director at Gerard Marc & Co, a Sydney-based boutique consulting and advisory business. Prior to this, he worked at Arrium Limited as Managing Director and Chief Executive Officer where he was responsible for a portfolio of businesses including mining, steel manufacturing, steel distribution, recycling, infrastructure and mining consumables.
Jeff Miller
CFO
A Chartered Accountant with 30 years’ financial experience, Jeff became ABN’s Group Accountant in 1991. Today, as CFO, he is responsible for the management of financial affairs of all operating companies in the ABN Group and works closely with CEO Andrew Roberts to oversee all Group operations.
