PACT Construction are excited to announce our appointment as construction partner for Roy Hill’s new headquarters in West Perth. The facility includes partial demolition of an existing building, additional structure, new façade and premium grade office fit out. The 20,000m² building will also host their new ROC (Remote Operating Facilities).

PACT Construction General Manager Jason Thomson spoke of our excitement to get to work on the iconic development.

“We are thrilled to be part of this exciting project in collaboration with HanRoy and look forward to driving the successful delivery of Roy Hill’s new headquarters.”

A feature of the development will be the intelligent kinetic facade, a bold and innovative design that pushes the envelope by creating a striking profile on all elevations.

The reimagining of the building’s envelope and façade by Cox Architecture will significantly improve and enhance both the internal workplace environment and the external appearance of the building.

Preliminary works commenced on site December 2023, with partial demolition and construction activity to start early 2024.

PACT Construction was selected due to our experience, collaborative methods & solid backing of the ABN Group. Part of this demonstrated experience was the development of ABN Group’s headquarters at Leederville Square, which shares many similarities with Roy Hill’s new headquarters. We’ve partnered with HanRoy under a collaborative delivery model to drive the best overall outcomes for the project.

HOW WE’RE BUILDING POTENTIAL WITH A STRUCTURED, SUPPORTIVE CADET PROGRAM

Lewis and Nic come from different backgrounds, have different strengths, and follow different career trajectories. And yet, they’re more alike than you might think.

Both have an insatiable curiosity and big ambitions. Both are eager to learn. Both are incredibly hard workers.

These traits have steered Lewis and Nic through PACT’s Cadet Program, underpinning their early career developmenton strong foundations.

MEET LEWIS, CONTRACTS ADMINISTRATOR AT PACT

We can’t take full credit for Lewis’ construction career. He took the initiative himself while still in high school, working as a labourer over weekends and holidays.

When Lewis joined PACT in 2018, the formal Cadet Program was still in development. His first position was part-time work experience, gaining exposure to the industry through projects like Belmont Hub.

Lewis joined full-time as a Contracts Administrator in late 2019;.

“PACT is a really good place to work. There’s an emphasis on development and getting people to where they want to go. Everyone is an expert in their field and they’ve got a real focus on getting the best out of the jobs and achieving the highest quality.”

MEET NIC, SOON-TO-BE UNI GRADUATE AND CADET PROGRAM SUPERSTAR

Nic was (and still is) one of the early stars of PACT’s Cadet Program. He started with us in July 2020 and has since been involved with several exciting projects, including the ABN Group HQ In Leederville[MR1] , Eden East apartments, and multiple estimating projects in the New Business department.

Nic has gained firsthand experience across the commercial construction industry through the Cadet Program. He expects to graduate from Curtin University soon, at which time his career development will shift gears again.

“My time at PACT has been a great way to kick off my career in the industry. The staff at PACT have helped me to understand a lot about construction methodology and the industry in general.”

CAREER DEVELOPMENT Q&A WITH NIC AND LEWIS

WHAT DID YOU DO IN THE CADET PROGRAM?

L: My first year at PACT was broad. I was fortunate to be put on a project in the early stages of construction. As the project progressed, so did my role. I moved from Scope Development to Procurement and Subcontract Management, then in the later stages to Financial Management and Head Contract Management.

N: The Cadet Program allowed me to transfer between all of PACT’s departments, from site-based work to office work. Through this flexibility, I could be part of multiple project teams and tenders, and complete tasks in roles like Site Management, Contract Administration, Estimating, and Health and Safety.

WHY DID YOU WANT TO JOIN THE CADET PROGRAM?

L: In the beginning, working at PACT enabled me to further develop my studies at University. I hoped to develop practical skills and improve my understanding of the commercial construction industry. The hands-on experience also helped me to work out whether I wanted a career in commercial construction.

N: Given I am a student at Curtin University, the PACT Construction Cadet Program gives me great flexibility to work and study. I am also not tied into one role, which gives me a better understanding of how the company and industry work. The structure of the Program helps me to learn what roles I am more interested in.

HAS YOUR EXPERIENCE MET YOUR EXPECTATIONS?

L: My early career development at PACT gave me exposure to the commercial construction industry, best practices, and an understanding of the challenges that come with the career. This all assisted with my Honours studies throughout 2019.

I was also fortunate to secure part-time paid work during Uni and a full-time position after my studies finished.

Along the way, I have developed a network of work colleagues, professionals and friends who will no doubt be important to my future career development.

N: Since starting in 2020, I have been involved in various projects. I am now competent in numerous tasks and procedures, which prepares me well for graduation and my future career after University.

ABOUT THE PACT CONSTRUCTION CADET PROGRAM

PACT’s Cadet Program is a comprehensive and hands-on journey structured to support early career development in the construction industry.

The Program provides the hands-on experience you can’t get in a classroom, helping students apply their intellectual understanding to Perth’s most exciting projects. PACT Cadets work with real clients, overcome real challenges, and have real responsibilities.

We expect cadets to show initiative, just like Lewis and Nic. But they’re not alone.

Our Cadet Program is structured in 5 modules to prove hands-on commercial construction industry experience under supervision from PACT’s management team.

Get to know PACT’s GM

Jason’s history with PACT goes way back to 2005 when he joined the newly established company (previously known as ABN Construction) as a Senior Contracts Administrator. His time in that role saw him deliver a breadth of projects in a variety of sectors.

Fast forward 15 years to April 2020. After serving as Regional Director of Multiplex WA and GM Building (VIC/SA/TAS/NZ) for John Holland, Jason’s career was about to come full circle.

He was re-joining PACT as General Manager at a time when we needed his enthusiasm and relentless work ethic to navigate through the choppy waters of a global pandemic.

Jason stepped up to steer PACT through some tough times. Now, as we look to the future, we’re full steam ahead, thanks to his experience and hands-on leadership.

A GM true to his word

One of Jason’s greatest strengths, both as a leader and when working with clients, is his authenticity. In a career spanning 25 years (to date), 2 countries and 4 Australian states, he’s built solid relationships by being honest and authentic.

Our people trust him to make strategic decisions. Our clients trust him to deliver win-win outcomes that exceed expectations. Our suppliers, subcontractors and project partners trust that he’ll do what he says.

Big ambitions for PACT Construction

Jason was initially brought into the PACT team in 2005 by the original GM (also named Jason). More than 15 years later, he knew he was stepping into big shoes.

But the timing was right – and Jason sees the potential in every opportunity.

“We’ve had our borders closed, we’ve had a shipping crisis, a global supply chain crisis, we’ve had constraints on our labour force because we haven’t had any net migration,” he says.  

“We’ve got an infrastructure boom, a resources boom, a housing boom, and a construction boom all at the same time.”

The Perth commercial construction industry is evolving. Jason’s focus is to build PACT’s potential and further establish our position as the top Tier 2 commercial builder in WA.

He’s getting it done by:

PACT Construction has completed work on the Australis Apartments, Rossmoyne’s stunning and ambitious aged care development, and residents are settling in comfortably.

With 86 modern apartments, incredible views, and a long list of impressive amenities, Australis shows what’s possible for aged care construction in Perth.

Let’s look at some details that make Australis so special for residents, PACT, and our project partners.

Revamping an outdated facility

Australis was developed for Adventist Care, restoring the original 76-residence village built in 1963.

The project is a significant upgrade that offers 86 spacious two and three-bedroom apartments, plus resort-style communal features like:

  • Heated swimming pool
  • Spa and sauna
  • On-site café
  • Lawn bowling green
  • Boardwalks
  • Mini golf course and
  • Spacious recreation rooms

Australis is a great example of how Perth’s aged care construction industry is evolving. Every decision prioritises resident wellbeing and reimagines the possibilities of community-style retirement living.

Impressive from every angle

Adventist Care and Hames Sharley Architects had an ambitious vision to create a vibrant community for retirees who want to maximise their lifestyle. PACT was proud to win the trust of both companies through a competitive tender process.

Like every project we undertake, it was a combination of three things that enabled PACT to complete the project on schedule while realising significant cost savings.

1. Collaboration

“The success of the multi-award-winning Australis was founded on our fantastic working relationship with PACT Construction,” said Gary Blagden, Adventist Care CEO.

“The building displays first-class workmanship and construction excellence, reflecting the high standards for which PACT has become renowned,” said Gary.

Gary again: “Throughout the project, PACT displayed a resolute stance enforced by an attitude to collaborate and overcome the challenges imposed on them during a highly complex build.”

PACT is committed not only to delivering exceptional results, but also to challenging the status quo and building potential.

A bold look

The main building’s curved forms were particularly challenging. We worked closely with the surveyors to plot the slabs precisely, using that data to create pre-formed construction structures off-site.

As an experienced aged care construction company, we know projects this complex aren’t without their challenges. But we think Australis demonstrates that the results are worth it.

Attention to every detail

The façade exhibits an impressive array of finishes, including locally sourced materials and innovative aged care construction solutions:

  • Donnybrook sandstone features
  • Energy-efficient glass panelling
  • Mechanical weatherproof louvres on balconies
  • Rail-mounted perforated aluminium screens
  • Specially cast curved balconies

From the easily navigable layout to details like 13.52mm Whisper Laminated Glass, each element was thoughtfully designed and built to make residents comfortable.

Inside the two and three-bedroom apartments, the attention to detail shows up in stone benchtops, timber flooring, bespoke cabinetry and high-quality finishes.

Digging deeper

Overhauling a 56-year-old facility often presents a few surprises. In this case, the six-metre-deep sewer connection needed to be redesigned based on feedback from Water Corporation.

Our team created a new methodology to run the sewer line and completed extensive works involving road closures, micro-tunnelling under a main road and careful planning to minimise disruption for the site and surrounding residents.

Respecting residents, locals, and the land

As a community, Rossmoyne Waters focuses on recreation, respect and security. First and foremost, for the residents living and socialising in the facility. But we can’t forget the surrounding wetlands or the local community.

PACT undertook this extensive aged care building project within a live site. Thankfully, our experience – in aged care construction and ambitious Perth developments spanning the spectrum – meant we were up to the task.

At every stage, we maintained close working relationships with Adventist Care and Hames Sharley Architects to find innovative solutions when challenges arose.

Gary Blagden sums it up perfectly: “Australis is a wonderful demonstration of what trust, collaboration and clever thinking can achieve. I can only highly recommend PACT construction as an exceptional builder.”

And now we’re building on our experience to deliver another ambitious aged care construction project.

PACT have just been announced as winners at the Master Builders Australia National Excellence in Building & Construction Awards, held over the weekend in Cairns.

Belmont Hub, for the City of Belmont WA and designed by Bollig Design Group, is a highly complex building project with an architecturally striking facade that has become an iconic landmark in the heart of Belmont. It was established to deliver integrated cultural and community services to the local community and comprises of a district library, museum, senior citizens centre, café, office space and much more across four levels.

This Award is a testament to the entire Team for their hard work and passion, with special mention to Jay Brenton, Vijaya Kari and Lewis Dowding for their exceptional delivery of this project. The Team worked relentlessly to deliver a facility that showcases distinctive complexity in geometrical design, uses multiple contrasting materials as well as utilising innovative construction techniques.

The roof is being installed and the brickwork is well underway. The internal trades are moving nicely with ceilings and walls in progress. The heritage works to the internal first floor area nearing completion.
Over the next couple of months, the roofing and external brickwork will be completed, as well as the installation of windows and doors. The internal trades will commence shortly with plasterers, tilers and cabinetry.

Victoria House will incorporate heritage-listed Victoria House and newly built one, two and three bedroom residences spanning three boutique buildings. The heritage building will be reimagined to house health, hospitality and commercial uses with a local focus. The newly built residences will sit behind, overlooking the parklands.

Rivière’s amenities include a heated infinity pool, multiple lounge and dining spaces and wine cellar and tasting room. Additional features include a sauna, steam room, gymnasium, games room, and a state-of-the-art cinema.

The creation of community facilities at ground level will deliver to the neighbourhood a cutting-edge resource centre, as well as a Maker’s Studio, a curated selection of restaurants, cafés, and a discreet wine bar.

Edge is also working closely with the City of Melville on the design of the adjacent river foreshore, that will include traffic calming initiatives to enhance the experience for all visitors to this new destination.

“The jury was amazed by the firms’ ability to mold each space’s materials, lighting, and ambiance into art pieces that perform and stun the viewer,” said Prendergast on behalf of the jury. “It was not an easy task for the jury to select which projects became winners, especially as we all see how spaces’ needs continue to evolve almost daily within our changing world.”

Woods Bagot’s design team drew on historical themes of Australian home life to create a collection of experiences for different spaces in the office – according to Woods Bagot, the fit-out reflects ABN’s passion for building, commitment to quality, their sense of fun, and desire to provide a warm and friendly experience for all their staff and clients.

A staple of the Australian backyard, the ‘Hills Hoist’ clothesline is represented with stylised hanging rods and curtains above social and collaborative spaces. The ‘Verandah’ inspired Level 1 Business Lounge is a collection of spaces along the north side in which to have an informal chat. The sunken lounge under the ground floor stair is a nod to the 70s retro Australian aesthetic.

Meetings rooms have abstracted gum leaf and forest canopy patterns, referencing the gum trees that line the exterior of the building and client meeting room walls are adorned with indigenous patterned wall papers.

Ground floor and Level 1 are dedicated client floors, with a large retail centre, Home Collective, located on the ground floor. Levels 2-5 are staff dedicated work floors linked via interconnecting stairs within the verandah zones of the building.

Timber accents create a sense of warmth and welcome and textured plaster and soft, curved forms dominate, soft furnishings.

Design of the staff work floors is based on a flexible working model where occupants can select a work setting which is best suited to their activity. Social and collaborative spaces are generous and well distributed, allowing staff to have choice amongst spaces which are best suited to their work. A feeling of warmth and comfort are apparent throughout the working floors.

Woods Bagot states: “Staff working in a highly mobile manner are able to have a choice of a wide array of furniture settings, from standing-height open meeting, traditional meeting, lounge-style meetings, and collaborative settings, with the majority having audio-video integrated into the spaces to make them more flexible and usable.”

Delivered by PACT Construction, the Interior was an integrated fit-out, with base building adjustments occurring in a constrained time frame during the base building construction to better align with the interior fit-out. The design team had to work closely with the base building architects and service consultants to integrate the required fit-out alterations.

Jason Thomson, General Manager of PACT said the project, with a construction time of less than two years, demanded extremely high standards for quality.

He added: “Our unique ‘hands-on’ approach, collaborative spirit, and clever thinking ensured we realised the full potential of this landmark project.

“Working with Hesperia and the consulting team to shape the design and manage the scope, cost, time and quality has been an invaluable process, and we’re proud to have delivered an optimal project outcome for Woods Bagot, Hesperia and the ABN Group.”

PACT is a commercial construction company in Perth specialising in the Tier 2 space. As a commercial builder, we like to provide insight into specific construction stages. Here, we take you through the piling process on one of our projects – Eden East Apartments in Floreat, which is an apartment construction project featuring 62 apartments as well as several two-storey residences over four storeys.

Hi, I’m Cai Rietdijk, the Project Manager for PACT Construction out here at the Eden East project, and today we’re going to be talking about piling. Piling is essentially a circular bored foundation, that is poured within the ground. Our piling system that we’ve utilised on Eden East is a contiguous piled wall, that we’ll be using as a retention system to construct our basement.

Our piled contiguous wall is dictated by the geo-tech report and also the final use of the building. Essentially, in our instance, it is a car park for an apartment building. Our piled wall we designed to be a continuous flighted auger system, essentially a CFA piling rig to be able to create a contiguous piled wall.

Once the location of the piles are surveyed, which comes from the architectural design, the piles are set out on site through a licenced surveyor, and then piled, using the CFA piling rig. We have a sequence coordinated with our piling contractor to be a ‘hit and miss’ pile system, to ensure that one pile doesn’t encroach into the wet pile, while its being piled on that day. Once we get our design from our piling contractor, we then create a design for our piling platform. A piling platform is essentially an area where the piling machine can operate safely, and in accordance with piling regulations.

Once we have our levels with our earth worker, we bring them into site, they cut the levels to suit our piling platform. In this instance, we utilised recycled road base to compact to 300 kpa that was required for this specific piling rig. Once we have our engineered piling platform signed off, our piling contractors arrive on site with their equipment, they erect all of their equipment, do their safety checks and balances, ensure all of their paperwork is in place and prior to them starting, we have a final check-off. When the auger has been fully removed, a pile cage is lowered into position within the concrete and then set in place to ensure it doesn’t move whilst the concrete is setting. A certain section of reinforcement is left above the ground level to allow for bonding and embedment into the capping beam.

As this is a contiguous piled wall, the piles need to be connected in order to provide a cantilever whilst the basement is being excavated. This is created by constructing a capping beam, which is essentially a 650 x 450-millimetre reinforced concrete beam which spans over the heads of the piles, connecting them all together. Once a certain amount of the capping beam has been constructed and cured correctly, the basement excavation can begin. The wall is then pressure-washed, reinforcement fixed into position and shotcreted to the desired finish.

Creating a reinforced concrete standard basement wall was out of the question. Due to the fact that we can’t over excavate past outside of our boundary. Therefore, a contiguous piled retention wall system was chosen for this specific job.
